Counts are listings in our snapshot (SAM.gov data as of Tue Nov 3, 2026, 11:30 PM ET) whose place of performance is in that state and whose deadline hadn't passed when the page was built. Only states with at least one open listing get a page, and the list changes every week. 11 more open listings don't give a U.S. state (no place of performance or office state in the data, or an overseas base); 3 only list the contracting office's state, so we don't put them on a state page of their own. They're all in the open-bids tracker.
